Yichang overachieves Q1 employment target

Yichang overachieved its first quarter employment goal by more than 37 percent, creating 41,119 new jobs in the urban area, Yichang's human resources department announced today. The employment situation in the city is improving, it said.
A total of 17,883 unemployed citizens found new jobs in the three-month period, among whom 7,989 were “people with employment difficulties”. At the same time, 9,248 fresh college graduates found jobs or started their businesses in Yichang.
The city government’s human resources department regularly visits key projects to gauge their needs and help solve recruitment issues.
An example is Hubei Xingyou New Energy Technology in Yidu County. The company, which will have an annual output of 300,000 tons of battery-grade iron phosphate when it goes into operation in June 2023, is a key player for the county which sees itself as a future new energy industry hub.
At the beginning of the year, bosses were worried about a shortage of roughly 200 skilled workers and front-line operators.
Apprised of the situation, city and county-level HR departments invited the company to join various recruitment activities. Xingyou collected more than 500 resumes at 16 recruitment activities, filling more than 90 percent of the vacancies.
At present, 40 key projects, such as Yichang Chuneng and Sunwoda Dongfeng Yichang power battery base, are liasing with Yichang HR departments to ensure that labor demand can be quickly met. Around 8,200 people have already been employed by 116 key companies, with the recruitment fulfillment rate reaching 94 percent.
Yichang has organized 342 online and offline recruitment activities so far this year and about 45,000 people have found jobs.
The city’s offline recruitment activities, such as the 35 events in Yichang’s outlying areas, have helped 10,900 rural workers land jobs. At the same time, Yichang is working in a jobs alliance with 11 cities from the pan-Three Gorges area, including Chongqing’s Wanzhou City, Hunan’s Yueyang City and Hubei’s Jingzhou and Jingmen. More than 30 local Yichang companies have taken part in 29 alliance job fairs.
One of the human resources department’s innovations is "odd jobs zones" at job fairs. In Yichang, there are 104 community odd jobs stations, and 9,821 people have “flexible jobs”.
The human resources and social security departments also provide training activities for more than 130 specialist positions, such as chemical operator and excavator driver.
Yichang’s human resources department regularly conducts training sessions for economically disadvantaged groups, unemployed urban residents and people with “employment difficulties”, covering various professions, such as chemical general control and e-commerce, with more than 11,000 people trained.
For people wanting to start up their own businesses, the human resource department provides policy consultations, business start-up guidance, project development, financial support and other types of support service. Yichang's 16 college student start-up business incubation bases now offer 412 business incubation workplaces.
Policy support includes measures such as workspace rent reduction and exemptions, business start-up subsidies, guaranteed business loans and interest subsidies. Yichang has so far issued 9,805 new guaranteed loans worth 2.81 billion yuan (US$4.07 million), an increase of 77 percent on a year ago.
