During the Second Session of the Seventh Municipal People’s Congress held on January 4, 2023, Ma Zejiang, the mayor of Yichang City, delivered the government work report, revealing the city’s main targets for development in the new year.
Yichang will strive to increase its GDP by 7.5 percent and its total import and export value by 12 percent, restore the number of tourists and revenue of tourism to 2019 levels, create 80,000 new urban jobs, and achieve the status as one of the top 100 Foreign Trade Cities in China.

Economy:
1. GDP growth rate to increase by 7.5 percent
2. Total retail sales of social consumer goods to increase by 11 percent
3. Total import and export value to increase by 12 percent
4. Output value by industry: green chemical (180 billion yuan), biomedicine (90 billion yuan), machinery manufacturing (130 billion yuan) and construction (200 billion yuan).
5. The number of key industrialized agricultural enterprises to increase by 20 or more, and the output value of agricultural product processing to increase by 15 percent.
Urban construction:
1. The number of new-founded and continued urban construction projects to increase to 236, with the investment of 41.5 billion yuan.
2. The number of renovated old residential communities to reach 325.
Culture and tourism:
1. Speed up the construction of projects such as the “Songcheng Three Gorges Eternal Love” Project and the Three Gorges Dam Artistic Light Show.
2. Strive to restore the number of tourists and tourism revenue to previous levels seen in 2019.
3. Initiate the compilation of the Chu Ci (variously translated as Songs of Chu) Dictionary and accelerate the construction of the Qu Yuan Cultural Park.
4. Organize additional festivals and games such as the 16th Hubei Provincial Games.
Employment expansion:
1. Improve employment rate for young people, particularly college graduates.
2. Strengthen employment support for disadvantaged groups.
3. Create 80,000 new urban jobs.
Technological innovation:
1. Achieve a net increase of 100 high-tech enterprises.
2. Cooperate with the China Three Gorges Corporation to qualify the city as a national computing power hub.
3. Speed up the construction of projects such as the second phase of the Three Gorges (Yichang) Big Data Industrial Park, Central China Headquarters of Three Gorges High-Tech Information Technology Corporation, Beidou Industrial Park in Dianjun District, CEC Yichang Network and Information Industrial Park.
Transportation:
1. Accelerate the construction of the connecting line from Yichang to Zhengyu High-speed Railway, Jingmen-Yichang section of the High-speed Railway along the Yangtze River, the River South Fanba Railway, Dangyang-Zhijiang-Songzi Expressway and Xiangyang-Yichang Expressway, etc.
2. Start the construction of the Yichang-Fuling section of the High-speed Railway along the Yangtze River, the Xingshan-Changyang section of the Shiyan-Yichang Expressway, the Chengxi Expressway, and the Shazhenxi Yangtze River Bridge.
Foreign trade:
1. Accelerate the functional integration of the Three Gorges Bonded Logistics Center and Baiyang Port.
2. Ensure that Sanxia Airport passes the inspection on becoming a Class 1 Airport.
3. Strive to become one of the top 100 Foreign Trade Cities in China.
Social security:
1. Build the Municipal Children's Welfare Center and the Municipal Mental Health Social Welfare Institute.
2. Complete and put into use the Municipal Nursing Center for the Disabled.
