Apostille Convention improves business environment in Yichang

On March 1, Li Zhujun received a business license for Yichang Tingyun Energy Co., Ltd. When discussing the process, Li expressed strong emotions.


"As a foreign-funded company, we expected applying for a business license to be complicated. However, we were pleasantly surprised to receive our license on the same day of application. Additionally, we have the option to apply online in advance, with a comprehensive guide service during registration. This gives us more confidence to invest and establish our business in Yichang," said Li, who was a clerk of the company.

Yichang Market Supervision Administration registered this as the first foreign company, providing an additional certificate as proof of the foreign company's subjective qualification. The company became the first foreign company in the city to benefit from the Convention Abolishing the Requirement of Legalization for Foreign Public Documents.

China officially joined the 1961 Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents on March 8, 2023.

The Apostille Convention, or the Convention Abolishing the Requirement of Legalization for Foreign Public Documents, took effect in China on November 7, 2023.

The Hague Convention is the most widely applicable and heavily subscribed international treaty under the framework of the Hague Conference on Private International Law. As of October 31, 2023, there are 125 contracting parties, accounting for three-fifths of the total number of countries and regions in the world.

The Convention has brought numerous advantages. Firstly, the cross-border circulation of documents between China and contracting states of the convention will no longer require the traditional "dual authentication" process; only additional certificates will be necessary.

Secondly, it significantly reduces the time required for international document processing. After joining the convention, the processing time for a document can be reduced from approximately 15 working days to just five working days.

Yichang Tingyun Energy Co., Ltd. is a key investment project in Dianjun District. The company's shareholders include a foreign-owned company in Singapore, which meets the requirements of the Convention.

With the assistance of the city's market supervision administration, the company prepared the additional certificate and other relevant information, and applied for a business license. This streamlined the process, saving the company time and reducing labor costs.
